separation into two agencies – the Department of Labor and the Department of
Commerce – as they existed before July 2004. Gov. C.L. “Butch” Otter announced the plan in his first State of the State address in January. The Legislature approved the move in March. Otter said the combined department was too expansive. |

He said it would be more effective to narrow the focus of the Labor
Department to work force development and the Commerce Department to community and business development.
